中國(guó)的海關(guān)制度是在被侵略的背景下建立起來(lái)的，且長(zhǎng)期由外籍人士擔(dān)任總稅務(wù)司，成為殖民者干預(yù)中國(guó)經(jīng)濟(jì)乃至政治的工具。但是從客觀方面來(lái)說(shuō)，在外籍總稅務(wù)司的領(lǐng)導(dǎo)下，當(dāng)時(shí)的中國(guó)政府建立起了與世界同步的海關(guān)?？偠悇?wù)司署設(shè)立造冊(cè)處（后期改稱統(tǒng)計(jì)科），編印海關(guān)貿(mào)易報(bào)告、統(tǒng)計(jì)、文件、書籍等出版物，逐漸形成了一套規(guī)范、完整、有序的編印、發(fā)行、保管制度，所編印的出版物分類系統(tǒng)，記錄科學(xué)，內(nèi)容豐富，反映了舊海關(guān)各類事務(wù)的真實(shí)狀況。本書便是對(duì)藏于美國(guó)哈佛大學(xué)圖書館的舊海關(guān)出版物進(jìn)行了分類影印出版。

哈佛大學(xué)圖書館所藏中國(guó)舊海關(guān)出版物數(shù)量豐富，約占舊海關(guān)出版物總量的三分之二，其內(nèi)容涵蓋舊海關(guān)出版物的各個(gè)門類。目前學(xué)界對(duì)統(tǒng)計(jì)類的內(nèi)容利用率較高，哈佛所藏比國(guó)內(nèi)已出版的相關(guān)書籍所錄更加齊全；此外還藏有特種、雜項(xiàng)、關(guān)務(wù)、官署、總署、郵政等類別，這些材料翔實(shí)鮮活，約占舊海關(guān)全部出版物的一半左右，但是以往未見出版，學(xué)界使用不便，利用率較低，不失為學(xué)術(shù)研究的一大缺憾。本書對(duì)哈佛所藏舊海關(guān)資料，擷取其未刊者，進(jìn)行窮盡性系統(tǒng)性影印出版，彌補(bǔ)已出版的舊海關(guān)資料的缺失，基本將舊海關(guān)資料的全貌展現(xiàn)出來(lái)，以饗學(xué)界。

本書所收舊海關(guān)資料在時(shí)間跨度上覆蓋了近代中國(guó)80%的年度，總數(shù)達(dá)到1000余卷，內(nèi)容龐雜豐富，而且在分析方法和統(tǒng)計(jì)方法上嚴(yán)格按照西方的科學(xué)制度，在論述上力求詳細(xì)且常用數(shù)據(jù)作為支撐，這在中國(guó)近代史料中是極為少見的，是研究近代中國(guó)極大、極系統(tǒng)、極科學(xué)、內(nèi)容極為廣泛的資料寶庫(kù)。它不僅是研究中國(guó)近代海關(guān)史、對(duì)外貿(mào)易史的基本資料，也是研究交通史、產(chǎn)業(yè)史、政治史、醫(yī)學(xué)史、生態(tài)變遷史和地區(qū)歷史等多方面的珍貴文獻(xiàn)資料。

本項(xiàng)目為“十二五”國(guó)家重點(diǎn)圖書出版規(guī)劃項(xiàng)目。
